Can't see the development serve

I followed every step from the SDK installation manual, but the [Blend4web] just never show in the render Tab. quite confusing… some one can help me?

I think, you meant render engine instead of the development server. If so, the steps you need to reproduce are:
1) enable the Blend4Web addon,
2) press the "Save User Settings" button,
3) restart Blender.
